## What changed
The United States spoke at the Council on 24 August 2026.
AP, 24 August: the United States urged beefed-up U.N. sanctions against the warring parties in Sudan, the Sudanese Armed Forces and the Rapid Support Forces, to build pressure on them to negotiate an end to the war. Massad Boulos told the Council that financial, military and political support to either side remains a driver of the conflict, and said a proposed U.S. resolution would expand the arms embargo throughout Sudan.

AP reports that the war has killed at least 59,000 people, displaced some 13 million, and driven parts of the country into famine.
The same AP piece, on the battlefield: reported surrenders of RSF defectors to Sudanese army forces near Khartoum. The AP photo caption on the article places those defectors in the west of Omdurman, just outside Khartoum, on 19 August.
AP did not report a vote or a vote date. It quoted a U.S. draft resolution it obtained, but did not publish the full text.

Inference, labeled as such: Monday's U.S. call is a request, not a Council decision. That is a reading of a statement and a partly quoted draft, not a vote table. We do not have a resolution.

## What remains unresolved
The text of any new sanctions resolution. Whether China or Russia will veto, abstain, or water it down. Which measures beyond a Sudan-wide arms embargo the full draft contains. Whether the 59,000 and 13 million are the same windows as the earlier IOM Kordofan 200,000. A vote date. AP did not report one.
