British consulate in Jerusalem, renamed UK Mission, in Israel row
The UK Mission, Jerusalem, is the new name Britain gave on Thursday to its consulate-general in East Jerusalem. Israel said the same day that the post had stopped functioning as a consulate and that 20 British diplomats, including the consul general, would leave the country. Britain said the building "will not be closing" and now operates under the new name. Both statements describe one arrangement, reached after talks between the two governments, in different terms.
Thursday was the end of a 30-day closure order Israel issued after Britain announced sanctions on Israeli settlements in the West Bank on 8 September. Reuters journalists saw workers at the building remove a plaque reading "British Consulate General" and a sign for its consular section overnight. The British flag was still flying over the building.
What each government said
- Israel. Foreign Minister Gideon Saar said on X that the two governments reached understandings on Wednesday night. Under them, he said, the consul general and 19 diplomats are ending their assignments and will leave Israel. The building is British government property, he said, and Israel has allowed Britain to operate "a task force of only seven diplomats from the building, which ceased to function as a consulate today," with a "very limited" scope of activity. He said that "no measures will be taken against Israel as a result of the implementation of the decisions."
- Britain. Foreign Secretary Ed Miliband said the UK does "not accept that the Government of Israel has the legal right to close the British Consulate General in Jerusalem" and regards East Jerusalem as occupied territory. He said the UK Mission, Jerusalem is "independent, operational, and will continue to deliver vital services and our work with the Palestinian people." Without an understanding, he said, Britain would not have had assurances for the security of its staff and premises, so it "has temporarily withdrawn a number of staff and families." He did not give a number.
- On retaliation. "We will work in the coming months to build back up our presence, and we will not take reciprocal action while such discussions are underway and credible," Miliband said. Britain had threatened to expel Israeli diplomats if the consulate was closed, AP reported.
Where the two accounts differ
- Status. Israel says the consulate has ended its role. Britain says the building stays open under a new name. Both accounts agree that some British diplomats will keep working from the building.
- Authority. Saar presents the remaining staff as something Israel "allowed." Miliband says Israel has no legal right to close the post at all.
- Staff. Israel gives figures: 20 leave and seven may work in the building. Miliband's statement gives no figures and calls the withdrawals temporary and a security measure.
- Retaliation. Saar's statement says that, under the understandings, no measures will be taken against Israel as a result of the decisions; it states no condition. Miliband's statement makes Britain's restraint conditional on talks being "underway and credible."
What changes on the ground
- Who the post serves. The post has handled Britain's relations with Palestinians in Jerusalem, the West Bank and Gaza and provided consular services to Palestinians, Reuters reported. The FCDO's page for the office says it also provides consular help to British nationals there.
- What Britain says continues. Middle East Minister Stephen Doughty told Times Radio that diplomats would carry on work on "relations with the Palestinians, but also supporting British nationals visiting the area," AP reported. Israel says the remaining team's scope "will be very limited."
- What is not affected. The closure order does not affect Britain's embassy in Tel Aviv, which handles relations with Israel's government, Reuters reported.
- Israel's other measures. Saar said all four steps he announced on 8 September have now been carried out: removing British representatives from the international Gaza support centre in Kiryat Gat, ending British training of Palestinian Authority forces, barring 12 British elected officials and other British citizens from entering Israel, and ending the consulate's operations. Saar said those barred were involved in "antisemitic and anti-Israel activity."
- Britain's measures. Miliband said the UK "stands steadfast by the measures we took on 8 September." Those include plans to ban imports of goods from Israeli settlements, powers to sanction people and companies that support settlement activity, and sanctions on five individuals over settler violence, according to the British government.
What we don't know (as of 20:15 ET on 9 October)
- Which services continue. Neither government has said whether passport, emergency travel document and other consular services for Palestinians and British nationals continue at the same level. Later on Thursday, the FCDO's page for the office, now titled UK Mission, Jerusalem, said the mission "will continue to provide consular services to British nationals in Palestine"; it does not say whether services for Palestinians continue.
- How many people still work there. Israel's figure of seven covers diplomats. Miliband's statement does not say how many staff remain or how many left.
- What was agreed. Neither government has published the text of the understandings. Britain says it will work to build its presence back up; Israel has not said whether it would allow more staff.
- When the retaliation question returns. Miliband did not say what would make the talks no longer "credible." The BBC's analysis said any British retaliation is unlikely before Israel's election later this month.
Israel says its order has been carried out and that, under the understandings, no measures will be taken against it. Britain says its presence in Jerusalem continues and that its restraint depends on the talks. The next signs to watch are whether the UK Mission's staff numbers grow and which services it lists.
