Russia Irkutsk plague: lab worker dies; officials deny cases
Update, 7 October 2026: The World Health Organization said on Wednesday that it did not know what caused the technician's death. "We don't understand how she was infected," Maria Van Kerkhove, WHO's director of epidemic and pandemic management, said, the Associated Press reported. WHO Director-General Tedros Adhanom Ghebreyesus said the agency had asked Russia for more information on the cause of the severe pneumonia, the pathogen that prompted the public health measures, and media reports of a second employee with pneumonia of undetermined cause. Russian officials have not confirmed a second case. Kremlin spokesman Dmitry Peskov said on Wednesday that most of what the media were reporting about the situation was false. Rospotrebnadzor said on Wednesday that medical observation had ended for more than 90 percent of contacts, that almost 5,000 laboratory tests had found no dangerous pathogens, and that checks at the institute had found no accidents involving pathogenic microorganisms. It again did not name a cause of death. The United States delivered a formal diplomatic complaint, known as a démarche, to Russia over its response to the death, ABC News reported. "We have officially requested additional information from the Russian government," a State Department spokesperson said. President Donald Trump said on Tuesday that a call with Vladimir Putin had been scheduled and would happen "very soon"; Peskov said on Wednesday that the call had not yet been set but could be arranged quickly. A US Embassy in Moscow health alert on Tuesday did not change US travel guidance: the State Department's Level 4 "Do Not Travel" advisory for Russia remains in place.
A laboratory technician at the Irkutsk Anti-Plague Research Institute of Siberia and the Far East died last week of pneumonia whose cause Russian health officials have not named. Russian authorities told the World Health Organization that no plague case had been recorded in Irkutsk. The United States urged Moscow to share more information.
Russian media identified the dead woman as Darya Shipilova, 28. National and regional officials have not confirmed that name or that plague caused her death. Rospotrebnadzor, Russia's consumer and health watchdog, said she died of "pneumonia of unknown etiology" and that expanded tests found no microorganisms linked to her work. It also said it found no accident involving pathogenic microorganisms at the institute.
What Russian authorities say
- Cause of death. Rospotrebnadzor and Irkutsk Governor Igor Kobzev said the diagnosis was pneumonia of undetermined etiology. Kobzev said tests found "no microorganisms linked to the employee's professional activities."
- Contacts. Rospotrebnadzor said laboratory testing of contacts identified two cases of COVID-19 and two of rhinovirus, and that no other infectious-disease pathogens were detected among them. On Tuesday it said medical observation had ended for 60 percent of contacts.
- Quarantine. Maksim Modin, mayor of the Shelekhov district near Irkutsk, said on Friday that the inpatient facility where the worker was treated had been closed for quarantine. Russian media said about 200 contacts were placed under precautionary observation; Elena Sofina, a Shelekhov district official, said no "dangerous diagnosis" had been confirmed and that 60 percent of those under quarantine had already been released, Al Jazeera reported.
- Anti-plague measures. The Irkutsk regional branch of Rospotrebnadzor denied what it called "fake" reports of an enhanced sanitary-epidemiological regime and said no such decisions had been made. Al Jazeera reported Russia denying that it had imposed anti-plague measures.
What WHO and the United States say
- WHO. At a Geneva briefing on Tuesday, spokesman Christian Lindmeier said Russian authorities had told WHO: "No case of this dangerous disease has been recorded in the city of Irkutsk." He said contacts had been identified and monitored and that, per the Russian reply, no dangerous infectious pathogens were found among them. WHO's initial risk assessment was moderate to low for Irkutsk, low for Russia, and very low for the WHO European region. Lindmeier said Russia had earlier been looking into whether pneumonic plague caused the death; WHO stood ready to help if asked.
- US State Department. A spokesperson said the department was "aware of reports of a fatal case of suspected pneumonic plague in Irkutsk Oblast" and was monitoring with the CDC and other agencies. "Many details have not been confirmed. We encourage Russian authorities to share accurate information quickly and openly."
- Secretary of State Marco Rubio. Speaking in Reykjavik on Tuesday, Rubio said it was "incumbent upon Russia to obviously share more information with the world" and that Washington was "watching it very closely, hour by hour." He said it would be irresponsible to speculate without more information.
- CDC. The US Centers for Disease Control and Prevention said there was "no indication of a broader threat to the United States" and that it and interagency partners would continue to monitor.
What we don't know (as of 20:55 ET on 6 October)
- Whether the technician had plague. Russia has not published a named laboratory result for her that confirms or rules out Yersinia pestis to WHO's public satisfaction. Reuters noted it could not establish whether the "no plague in Irkutsk" reply covered her own samples.
- How she was exposed. Unconfirmed local reports of a broken test tube or field exposure have not been verified by Rospotrebnadzor, which said it found no pathogen-handling accident.
- How many contacts remain under observation. Rospotrebnadzor said 60 percent of observation had ended; an Associated Press report of a later Russian note to WHO said monitoring for all contacts had been concluded. The two figures have not been reconciled in public.
- Whether any second death is linked. Aggregators carried claims of a second death at the same hospital. Associated Press, Reuters, Al Jazeera and NBC News had not confirmed a second plague-linked death by this filing.
